The visionary social entrepreneur goes into PBBM’s quality 4PH mass housing program

By TONY LOPEZ

The AMA Group of Companies is advancing plans to develop approximately 45,000 affordable housing units in General Trias City, Cavite, through Providence City, a large-scale residential and economic development designed to support the national government’s efforts to address the country’s housing shortage.

The proposed development forms part of the Pambansang Pabahay para sa Pilipino (4PH) Program, the flagship housing initiative of the administration of President Ferdinand Romualdez Marcos Jr. (PBBM), implemented through the Department of Human Settlements and Urban Development (DHSUD).

The program seeks to provide Filipino families, particularly those from low-income communities and vulnerable sectors, with greater access to decent, secure, and reasonably priced homes. It also aims to make homeownership more attainable through partnerships among national government agencies, local government units, private property developers, and financial institutions.

Providence City is being positioned as a private-sector contribution to this national housing initiative, combining large-scale residential development with commercial, educational, healthcare, and employment-generating facilities.

The project will be undertaken by Providence Residential Realty Corp., the socialized housing developer of AMA Land Inc., the real estate development holding subsidiary of the AMA Group of Companies.

Envisioned as an integrated residential and economic community, Providence City will occupy approximately 30 hectares within the existing 50-hectare Ara Vista Village township in General Trias, Cavite, which is planned for redevelopment into a mixed-use estate incorporating a Special Economic Zone (SEZ).

Upon full completion, the development is envisioned to comprise 90 residential condominium towers with approximately 45,000 housing units, representing a substantial proposed contribution to the government’s affordable housing objectives.

Addressing the country’s housing deficit

The development comes as the Philippines continues to confront a substantial housing backlog, estimated at more than five million to 6.5 million units.

Through the Expanded 4PH Program, the DHSUD is pursuing a target of 1.13 million housing units or direct housing assistance by the end of the Marcos administration, highlighting the importance of private-sector participation in expanding the country’s housing supply.

Providence City’s vertical housing approach is designed to maximize land utilization while accommodating a substantial residential population within a master-planned environment.

Beyond increasing housing supply, the development seeks to demonstrate how affordable residential projects can be integrated with employment centers, essential services, and community infrastructure.

The initiative reflects a broader approach to housing development, where the objective extends beyond providing residential units to establishing communities that can support the long-term economic and social needs of their residents.

An integrated township development

A distinguishing feature of Providence City is its proposed integration with a Special Economic Zone within the redeveloped Ara Vista Village estate.

The broader township master plan incorporates areas designated for light manufacturing, information technology operations, commercial establishments, healthcare facilities, and educational institutions.

The economic zone component is being developed by Encore Mercantile Realty Corp., another development entity under AMA Land.

Providence Residential Realty Corp. has engaged architectural firm Palafox & Associates, led by urban planner and architect Felino “Jun” Palafox Jr., for the project’s master planning and design.

The development strategy reflects a growing emphasis on mixed-use communities that bring housing closer to potential sources of employment and essential services, helping reduce residents’ dependence on long-distance commuting.

The proposed township includes a roughly 13,400-square-meter IT park, envisioned to accommodate technology-driven enterprises and support innovation and digital-economy activities.

Plans also identify a light manufacturing district intended to attract businesses involved in consumer goods, electronics, and related industries.

Additional components include a commercial mall, integrated gasoline and retail station, medical tourism facilities, and the expansion of AMA Cavite.

These developments are intended to create a more diversified local economic environment, potentially generating employment opportunities during construction and through the eventual operation of commercial and industrial establishments.

Housing designed around community needs

While the project’s economic components form part of its longer-term development strategy, Providence City also places emphasis on residential facilities and shared community spaces.

The proposed housing development includes landscaped parks, playgrounds, sports facilities, community halls, outdoor fitness areas, swimming pools, and multilevel parking facilities.

A notable feature of the residential design is the proposed flexible use of ground-floor open spaces.

Under the concept, designated areas may accommodate recreational activities, exercise, and community gatherings during the day before being converted into parking spaces in the evening, subject to safety and traffic management requirements.

This approach is intended to improve land-use efficiency while preserving accessible communal areas for residents.

The development will also incorporate waste management facilities, pocket gardens, and other shared amenities designed to support day-to-day community living.

Expanding the AMA Group’s property portfolio

Providence City represents a significant undertaking for the AMA Group of Companies, whose business interests span education, information technology, real estate development, and financial services.

Founded in 1980 by Dr. Amable R. Aguiluz V, Founder and Chairman Emeritus of the AMA Group of Companies, the group is widely recognized for pioneering technology-oriented education in the Philippines through the AMA Education System.

Dr. Aguiluz, often referred to as the “Father of IT Education” in the Philippines, established the foundation for the group’s expansion into various industries, including property development.

The AMA Education System, based on company records, operates approximately 200 schools serving around 150,000 students, reflecting the group’s extensive presence in the country’s education sector.

The planned expansion of AMA Cavite within the township is expected to strengthen the connection between education and industry, with an emphasis on emerging fields such as artificial intelligence, cybersecurity, and information technology.

This integration could provide opportunities for academic institutions and businesses to collaborate on workforce development as technology-related industries expand.

For AMA Land, Providence City represents an opportunity to broaden its participation in the socialized housing market while leveraging the group’s existing educational and commercial interests.

Private sector’s role in housing development

The scale of Providence City underscores the potential role of private-sector developers in addressing the country’s housing requirements through integrated, higher-density developments.

By combining residential construction with commercial and employment-generating facilities, the project seeks to extend the benefits of housing investment beyond the provision of individual homes.

Its proposed economic zone and supporting infrastructure could also contribute to business activity in General Trias, an important growth area within Cavite.

The development further illustrates how public-private cooperation under the 4PH framework could help mobilize private capital, technical expertise, and land resources to support the government’s housing objectives.

However, the realization of these plans will depend on the project’s phased implementation, financing arrangements, regulatory approvals, and market demand.

Specific investment costs, construction schedules, financing terms, and target completion dates were not disclosed in the project presentation.

Building beyond housing

As the Philippines works to close its housing gap, Providence City presents a broader vision of what affordable housing development can achieve—one that goes beyond constructing residential towers to creating communities where economic opportunity, education, and essential services are within reach.

For the AMA Group, the project represents more than an expansion of its real estate portfolio. It signals a strategic move toward integrated urban development, where private investment can help address pressing social needs while creating opportunities for local economic growth.

If realized as envisioned, Providence City could offer a model for future housing developments, demonstrating that the measure of a successful community lies not simply in the number of homes built, but in the opportunities and quality of life those homes can provide.

Ultimately, the true promise of Providence City is not just to put roofs over the heads of thousands of Filipino families, but to help build the economic and social foundations on which their futures can rise.
